How is the USIJI program administered?

Draft groundrules for the USIJI were published for public comment in the Federal Register on December 17, 1993. The final groundrules, including a discussion of the specific comments received, were published by the U.S. State Department in a Federal Register notice on June 1, 1994. The final groundrules established an Evaluation Panel to decide which proposed projects qualify for USIJI status. 

The Evaluation Panel is an independent technical review body composed of representatives from the supporting federal agencies (USAID, USDA, DOC, DOE, DOI, DOS, DOT, and EPA). The Evaluation Panel makes final decisions regarding project qualification for USIJI status. The Evaluation Panel has the discretion to approve operational protocols and methodologies and preliminary evaluation criteria.

The USIJI Secretariat supports the Evaluation Panel in the day-to-day operation of the program, including the solicitation, receipt, and review of project applications. 

An Interagency Work Group chaired by the U.S. State Department is responsible for overall policy development on joint implementation, decisions on amendments to program groundrules, and formulation of the international strategy for promoting joint implementation.
